One of the preliminary problems that needs to be faced with respect to the role and function of political parties within the Italian legislative order begins with a question whose answer may be taken for granted but in fact is not such: What is a “political party,” and how does it differ from other forms of social organization that have political goals? In order to answer such a question, this essay advances a legislative intervention that has not yet occurred and that is geared first of all toward a definition of the criteria apt to identify a party and consequently attribute to it its most proper functions. Through such intervention, one could attribute to parties functions that enable them to be unique or at least privileged instruments for the gathering of society and institutions, valorizing the function of selecting candidates and related activities.
