À côté des écrits de Julian, les lettres et les oraisons de Libanios documentent le rôle des gouverneurs provinciaux dans l'Orient romain dans la seconde moitié du 4ème siècle après J.-C., leurs pouvoirs administratifs et judiciaires et leurs relations avec les gens remarquables des villes. Tout en continuant à exercer un rôle important, leur multiplication et la grandissante hiérarchisation administrative déterminent cependant une réduction de leur pouvoir.
Along with Julian’s writings, letters and orations by Libanius are documents of the role of provincial governors in the Roman East during the 2nd half of the 4th century, their administrative and judicial powers and their relationship with notable people. Although they continue to exert an important role, their multiplication and the increasing hierarchization of the administation determine however a gradual reduction of their power.
