Enablers and Barriers to Circular Economy Adoption: Insights from a Systematic Literature Review in Business and Management

Abstract

The Circular Economy (CE) has emerged as a transformative sustainability paradigm, yet the organisational conditions determining CE adoption success remain poorly understood. Existing research treats enablers and barriers as independent variables, producing fragmented guidance of limited practical value. This study provides an integrative, cluster-based framework mapping CE enablers and barriers as dialectically interdependent forces across internal, hybrid, and external organisational contexts. Following PRISMA 2020 protocols and grounded in socio-technical transition theory and dynamic capabilities, the study screens Scopus and Web of Science for peer-reviewed articles published between 2016 and April 2025, retaining 93 studies for bibliometric and thematic analysis. Manual coding identifies nine enabler clusters, digital technologies; organisational and managerial; innovation and product design; supply chain and logistics; policy and institutional; financial and economic; stakeholder and community; education and awareness; and measurement and frameworks, and eight barrier clusters: organisational misalignment; human-capital and knowledge deficits; cultural and behavioural resistance; technical and infrastructural gaps; policy and regulatory barriers; financial constraints; digital divide; and collaboration barriers. A structural paradox emerges: dominant enablers, digital technologies, organisational leadership, and policy support simultaneously generate binding constraints when coherence, readiness, or inter-firm trust are absent. The framework equips managers with a diagnostic tool for circular readiness, provides policymakers with evidence-based priorities, and identifies stakeholder engagement, collaboration, and performance measurement as a structured research agenda. Limitations include restrictions to English-language sources and the time-bound scope.

Mohammad Mahoud, PhD Candidate

Mohammad Mahoud is a highly accomplished professional with extensive experience in both academia and industry. He served as a Teaching & Research Assistant for Postgraduate Construction/Project Management Students and is currently a Visiting Lecturer for Postgraduate Business/Project Management students at the State University of Management. He is a PhD candidate at UNICAS in Economics and Management for Innovation and Sustainability and holds a Master's Degree in Project Management (Construction Engineering Management) and a Bachelor's Degree in Civil Engineering. Throughout his career, spanning over a decade, he has actively contributed to R&D and construction companies, gaining international recognition for his expertise. He serves as a peer reviewer for esteemed journals such as Infrastructure Asset Management & Municipal Engineer & Urban Design and Planning & Civil Engineering Journals - Proceedings of the Institution of Civil Engineers (UK), the Asian Journal of Civil Engineering (Building and Housing) from proceedings of the Springer Nature, the Journal of Civil, Construction and Environmental Engineering from Science Publishing Group (US), the International Journal of Construction Supply Chain Management from Massey University (NZ), the International Journal of Project Management and Editorial Board Member of the Project Leadership and Society Journal from proceedings of the ELSEVIER. In addition to his career accomplishments, Mohammad's achievements include being selected as the first Iranian member of the advisory board and managing team member of the Smarter Cities (Urban-Rural) Special Interest Group (SIG) by the IPMA, serving as a Jury committee member for the PMI’s PMOGA by the PMO Global Alliance, and holding Assessor roles for various awards, such as the International Knowledge Management for Development (KM4D) Award, Corporate Social Responsibility (CSR) Award, Project Excellence Baseline (PEB) Award, Organizational Excellence Award, and ISO 9001 Internal auditor. Furthermore, he is actively engaged in knowledge-sharing and education. He has delivered Webinars, Workshops, and Training courses on "Enhancing Teamwork and Organizational Excellence: Empowering Leadership Pathways" for national and international organizations. His involvement with the IPMA has been extensive and impactful since 2014, when he has served in various positions within Member Associations.
